My name is Julio Khosa, I’m single, 32 years old, student, Mozambican. I was born in Chimunguane’s Village, Mabalane District, Gaza Provinc in 8th January 1981. My father is António Khosa and my mother is Flora Ubisse, both are poors. Actually I live in Maputo City.
In 1st July 2006, the Reserve Bank of Mozambique introduced what around the world has been known as New Family of Metical. It was so fine project although its origin is fruit of plagiary. The reason is only one, who made the project first is not a rich man as known, but is a poor man. In fact, that man is me. Even though none in Mozambican Government want to pay attention and give consideration of author rights to me. So, now I’m crying and I’m looking for foreigners and local help.
Next Id like to present my story as the truth owner of the project which has been used to create the New Family of Metical. My project was entitled Plan of the New System of Metical (PNSM). That project is the fruit of various factories:
From 1998 to 2001 I have been living in Republic of South Africa. There I got experience which later helped me to create my project which I entitled Plan of the New System of Metical (PNSM). There I suffered too much because I hadn’t identity document (ID), I’ve been living in RSA illegally. So in 2001, June 9 I decided to return to my Country of Birth, Mozambique, to continue with my studies.
In 7th November 2001, I begun to work in my uncle’s small Barbershop as a Barber, in Maputo City. There I became a good and most good Barber.
In 2002 I returned to school. I made grade 7 in Escola Primaria Completa 24 de Julho at night. I 2003 I was studding grade 8 when in my Barbershop I begun to write my Project, the same which soon submitted in Reserve Bank of Mozambique could origin what publicly would known as the New Family of Metical.
I made my project in 3rd phases: In the 1st phase, I drowned the notes and coins of New Metical in 6th April 2003; In the 2nd phase, I drowned nicely the notes and coins from the 1st phase of New Metical, in 10th April 2003 and this time I wrote texts which could explain very well my intention; Lastly, in the 3rd phase, during September 2004 I renewed perfectly my project, drowning notes and coins, writing texts and tables objectively to express perfectly what many people hadn’t known before. In 2004 I was doing grade 9 but I stopped to study because of social instability. In July 2004 I made the Computing course in Radio Mçambique (RM) and later, between September and October 2004 I made Hardware (computing) Course in VTC Paiko. It’s in VTC Paiko where I wrote my project - text and tables. I was making those courses at night. During the day I was busy in my Barbershop, cutting people’s hair. When I found small break, I began to drown my New Metical’s notes and Coins. Even in the night, before I finish the development of my project I was busy till I finish drowning one or two notes.
First I said that people like foreigners were one of the factories which influenced me to create my Project. How those people did that? It was normal in our official language, Portuguese, to say the prices by the antique Metical, with many zeros. But unfortunately or oppositely, saying the same prices in English it was too hard, this means, it was like robbing someone. For those foreigners which language mostly was English, because it is standard, to hear those thousands of Metical it wasn’t nothing. Alone, silently, I begun to think about South African money (Rand) and I compared it with our Metical, I tried to compare our Metical again with American Dollar (USD), with Euro (from Europe). That helped me too much to project my initiative.
In 26th November 2004, I’ve been able to submit my project to Reserve Bank of Mozambique. It got an authentication by a stamp of that Central Bank of Mozambique, what means they were agreed to receive my projection (pan).
I waited for answer during 11th months. When I got the answer it was not good for my expectative. It was an injustice. I tried to negotiate with Mozambique Reserve Bank to be recognized as the truth author of the New System of Metical which interpreted by our Reserve Bank was baptized as New Family of Metical, and during 2005, exactly in 16th November, was approved the law of convention of antique Metical by Republic Assembly to origin New Metical. And it was authorized to be official by a president of Mozambique, Armando Emilio Guebuza, in 19th November 2005, 4 days after approved by Republic Assembly according to the law.
Seeing my rights broken, I tried to find a lawyer to defend my rights. I found one, who believes that I have reason to win the case, but I’m poor, I’m fighting against Mozambique Government. Look, it is not easy. They ignore my case. My lawyer submitted the case in Maputo City Judicial court in 5th October 2007 but till now there no sentence judged by a court.
I also know by the News focus (Medias) that in Africa the corruption is taking place. Many people are suffering an injustice. For example, about Mozambique Supreme Court, one of local Newspapers reported that many process are been kept for more than 10 up to over 20 years. Because I’m poor, I preview that my case it will be the one. So now, I’m fighting for my rights and I’m trying to get local and foreigners help.
Please help me. My case is not cheap. I’m fighting against my government. I’ve got the rights to win this case. I am the first to create and present the project of New Metical to the Reserve Bank of Mozambique but I’m getting ignored. Please help.
